Stephen Rickman’s public safety career spans more than 40 years and includes 25 years of government service nearly 20 years as a community safety consultant. He has worked as a criminal justice statistician, analyst, administrator, agency director and local cabinet member, National Director of Department of Justice crime reduction program, and White House staff.

Stephen Rickman is a native Washingtonian. He attended both Howard University undergraduate and graduate school achieving graduate degrees in clinical and community psychology.

He served as the technical advisor to President’s Obama’s Task Force on 21st Century Policing.

  • Director of the Washington DC Statistical Analysis Center and published numerous reports on crime and justice issues in Washington D.C.
  • Elected National President of the Justice Research Statistics Association.
  • Appointed and serving for 5 years as Executive Director of the Washington D.C Office of Emergency Management and Homeland Security with oversight over local emergencies and community safety crisis.
  • National Director of Department of Justice Weed and Seed program, police/community coalitions in nearly 300 sites across the country and featuring collaborative and community policing.
  • Initial Project Director for Department of Justice SMART policing initiative, a national technical assistance program that infused science into policing.
  • Collaborative reform and facilitating early demonstration of body worn camera efficacy in Las Vegas, NV.
  • Technical Advisor for President’s Task Force on 21st Century Policing.
  • Longstanding member of the Board of Directors for the National Center for Victims of Crime.
  • Member of Federal Court Monitoring team for Albuquerque, New Mexico Police Department.
